In countries where EMR is owned by MoH, is access to EMR an issue for Implementing Partners? Also, since almost all EMRs are back-data entry systems, is there an issue with the completeness of the EMR data to be an effective tool for Appointments management?
This is, I think, related to the “economies of scale” question. It is sooooo much easier to add another data entry form to an existing EMR vs investing in a whole new (programme-specific) digital health solution. How do we start to re-use “silo’d” investments across different care programmes? What are the barriers? How can we help this happen?
